The rest of his kit doesnt matter too much to the build, just use what feels right to you (I always have to run strong arm, iron will, and field medic for massive carry on my teammates since im practically invincible). (burst fire gun is set built to be accuracy, rate of fire, damage, weak spot bonus, and rate of fire with composite casings OC). To increase uptime and amp my resistance, I run veteran depositor for another 30% damage reduction (molly babysitter whenever the shit hits the fan), and born ready so that when I run out of ammo I just switch to my burst fire gun for 5 seconds while my auto cannon reloads in the background. I only have 15% move speed reduction, I shred armor, and due to the lowish rate of fire and near instant spin-up, my magazine lasts for ever so I can maintain at high damage resistance for a long time (around 11 seconds of fire before I need to reload).

I hit full rate of fire, which is admittedly pretty low (5.5), at like 0.5 seconds of firing, and then I only take 50% damage. My favorite auto cannon build made me fall in love with it It's like a soft buff to efficiency on the whole squad. A flare is never going to save a losing battle, but it will make everyone get hit less and get more done in faster time (and probably save ammo too). I think it's because, even though it's a powerful effect, it's one that people can work without in a pinch. Of those three, the sentries and c4 are pretty much just value added to the kit and don't really prop up the main value of the class, so the flares are the ones that seems like a core necessity of the kit that for some reason don't justify ever resupplying. Flares, c4, and sentry ammo never seem to justify a resupply.

Scout or engi grenades can clutch hard so occasionally justify a resupply too if things are desperate and the right build is present (engi decoy nades can save entire games ya know). Being out of platforms, ziplines, drills, or shields justifies a resupply sometimes. Flares are the one unique case where they are considered very high value but for some reason not high enough value to justify a resupply, it's an odd dichotomy.
